​Barry Rafter, RA

Mr. Rafter has over twenty-five years of real estate, design, and construction experience. Throughout his architectural career, Mr. Rafter has overseen and held direct responsibility for all aspects of the design and construction process for a wide range of residential and commercial projects. Mr. Rafter has extensive experience and knowledge of issues pertaining to design, acquisition and entitlement, cost estimating, project and construction management, and quality assurance analysis.

​Raymond Fine, P.E.

As a thirty year-veteran of the construction industry, Mr. Fine has had experience in all phases of the practice, including consulting engineering, field supervision, project management, and cost estimation. Mr. Fine has worked with projects in the commercial, institutional, government, and private sectors. Mr. Fine has been a part of projects as diverse as the $250 million Grady Memorial Hospital - Atlanta, the FORSCOM worldwide Command and Control Building - Ft. McPherson, a major expansion of the Tennessee River Pulp and Paper Mill - Tennessee, and the expansion of Heathrow Airport - London. In addition to developing expertise in many different types of systems, Mr. Fine has experience in fast-track projects, budget problem resolution, and value engineering. His broad experience in mechanical systems, from concept to start-up, allows Mr. Fine to provide accurate cost estimates and assessments of the condition for any type of mechanical system and to solve scheduling or budget problems by providing alternative approaches to resolve system functions. 


​Edward Carlson, AIA

Bachelor of Science in Architecture, Southern California Institute of Technology

Mr. Carlson has over fifteen years of design and construction experience in architecture, real estate development, construction, and project management environments. Throughout his career, Mr. Carlson has interacted with owners. developers, government officials, architects, engineers, and contractors in the California real estate industry. While practicing architecture and acting in the capacity of Project Architect for numerous residential, multi-family, and commercial projects, he gained extensive insight into the methodologies and procedures generally associated with quality specification and construction techniques. He has extensive experience and knowledge of issues pertaining to design, component specifications, cost estimation, project and construction management, and quality assurance analysis. Mr. Carlson's responsibilities have included overseeing project condition analyses involving property inspections, code and life safety issue analysis, budgetary considerations, construction management and compliance analysis involving pre-construction review of project documentation, life safety issues, ADA guidelines, and local building code analysis relative to project cost, conformance, and/or deferred maintenance issues. 



​Wes Keusder, MBA

Mr. Keusder has over twenty years of experience in real estate development and contracting. Mr. Keusder's experience in residential development of both single and multi-family properties and commercial development has resulted in project values in excess of $100 million. Additionally, he has gained invaluable experience in contracting street improvement for public works in excess of $20 million and more recently, earthquake repairs and retrofits with both residential and commercial properties. As a developer he has had extensive experience in government processing, negotiating with lenders, adapting to lender procedures, and working with government inspectors. As a contractor he is intimately familiar with quality control, modifying designs to create cost savings, critical path schedules, bidding, and the actual daily construction process. As well, Mr. Keusder has special insight into construction liability issues and potential earthquake structural problems.
